PEG-100 Stearate: The Real Concern Isn’t the PEG

Most ingredient scares fall apart when you check them. This one doesn’t, exactly. It just points at the wrong thing.

PEG-100 stearate is a benign ingredient. EWG’s Skin Deep database scores it a 2 near the bottom of a ten-point scale, and rates it low for cancer, low for allergies, low for reproductive toxicity. The molecule itself is not what anyone should be worried about.

Then, in the same entry, sitting on its own line: contamination concerns, high.

That’s the real subject. Not what PEG-100 stearate is, but what can be left in the jar alongside it when the factory is finished.

First, what it’s for

PEG-100 stearate is an emulsifier. Its job is to hold oil and water together so your moisturizer stays a moisturizer instead of separating into two layers in the jar.

It’s a polyethylene glycol ester of stearic acid, which is a fatty acid you’ll also find in shea butter and cocoa butter. You’ll almost always see it paired with glyceryl stearate on an ingredient list, because the two work as a team. That pairing is one of the most common emulsifier systems in skincare, which is why this ingredient turns up in an enormous number of creams and lotions.

Nothing about that is sinister. It’s the plumbing of a cream.

The part that isn’t the ingredient

Making a PEG requires a process called ethoxylation, which uses ethylene oxide. That reaction can leave behind a byproduct: 1,4-dioxane.

1,4-dioxane is a different substance entirely from the PEG it contaminates. The EPA describes it as a likely human carcinogen. It doesn’t break down readily in the environment, and it’s turned up in drinking water, with Long Island recording some of the highest levels found in the US.

It’s a manufacturing residue, not an ingredient. It’ll never appear on a label, because nobody puts it there on purpose. And it’s strippable: manufacturers can remove it with vacuum stripping, and the good ones do.

Which means the question worth asking about a PEG isn’t “is this ingredient safe.” It’s “did whoever made this bother to clean it up.”

Why New York changed the answer

For most of the history of this problem, that question was unanswerable from the outside. Then a state legislature made it moot.

New York became the first US state to set a hard limit on 1,4-dioxane in consumer products. The numbers are specific: household cleansing and personal care products dropped to 2 parts per million at the end of 2022, then to 1 ppm at the end of 2023. Cosmetics got a 10 ppm limit from the end of 2022. Waivers, which gave some manufacturers breathing room, run out on December 30, 2025.

Here’s why that matters to you even if you don’t live in New York. Reformulating a product for one state and shipping a dirtier version everywhere else is expensive and reputationally stupid. Most national brands cleaned up their whole supply, the way California’s regulations have quietly set standards for the rest of the country for decades.

So a jar of moisturizer bought today is a meaningfully different product from one bought in 2020, and nothing on the label will tell you that.

What I’d actually do about it

Not avoid PEGs. That’s the reflex, it’s what most “clean beauty” advice says, and it solves the wrong problem while costing you good products.

Two things are more useful.

Buy from brands that test, or from ones certified by a program that checks for this. EWG’s own certification restricts PEG-100 stearate rather than banning it, meaning a brand can use it if it substantiates its purity. MADE SAFE screens for contaminants as part of its process. That’s the actual lever: not the ingredient list, but whether anyone verified what’s in the bottle.

And skip the aerosol versions. Buried in EWG’s entry is a note that this ingredient’s score goes up in inhalable product forms, sprays and powders, because of respiratory concerns. That’s true of a lot of ingredients that are fine on skin. If there’s a pump or a cream version of something you’d otherwise buy as a spray, take it.

One honest caveat about the whole category: PEGs may also increase how much of everything else in a formula gets through your skin. In a short, well-built ingredient list that’s fine. In a long one with undisclosed “fragrance” in it, an absorption helper isn’t working in your favor. That’s the same reasoning that applies to methylpropanediol, and it’s a better lens than any single-ingredient verdict.
