Octinoxate: The Banned Filter Nobody Talks About

Check the back of your lipstick. Or your foundation, or a bottle of hairspray.

There’s a reasonable chance octinoxate is in there, and it isn’t there to protect your skin from anything. It’s there to stop the color fading.

That’s the thing about this ingredient that makes it worth its own article. Oxybenzone gets the headlines and the campaigns, while octinoxate sits in the exact same bans, gets absorbed into your blood the same way, and turns up in a whole category of products where nobody thinks to look for a sunscreen filter.

Same bans, less attention

Every jurisdiction that moved against oxybenzone named octinoxate in the same breath.

Hawaii’s Act 104 covers both. The US Virgin Islands banned both plus octocrylene, in force since March 2020. Palau’s list includes it. When Key West passed its ban in 2019, before Florida’s legislature preempted it, that was both ingredients too.

Legislators didn’t treat these two as a headline act and a supporting player. The bills read as a pair.

Two products, two completely different jobs

In sunscreen, octinoxate (you’ll also see it as octyl methoxycinnamate or ethylhexyl methoxycinnamate) absorbs UVB. It’s one of the most widely used UVB filters in the world, and it does that job well.

Outside sunscreen, it does something else entirely. UV light degrades pigment and perfume, so a lipstick left in a sunny bathroom fades and a scented product goes off. Adding a UV filter to the formula slows that down. The ingredient isn’t protecting you at all. It’s protecting the product.

So you can end up wearing a filter that’s banned in Hawaii, on your mouth, all day, without ever having bought a sunscreen. And because it’s doing a stabilizer’s job rather than an active’s job, it sits in the regular ingredient list rather than the actives panel, which is where most people look.

The absorption number

The FDA’s maximal-use trials tested six filters to see how much crosses into blood. All six passed the threshold at which the agency wants further safety study, which is 0.5 nanograms per milliliter of plasma.

Octinoxate cleared it after a single application. Every one of the six did.

We went through what that threshold means, and what it doesn’t, in the piece on oxybenzone. The short version is that finding a chemical in blood isn’t proof of harm, it’s the reason to go and look. And for octinoxate the looking has turned up estrogenic activity in lab studies, which is why it appears on lists of suspected endocrine disruptors in cosmetics.

None of the twelve filters the FDA asked about in 2019 have come back with the data the agency requested. That includes this one.

Reading for it is harder than it should be

Three names, one ingredient. Octinoxate is the US label name. Ethylhexyl methoxycinnamate is the INCI name you’ll see on European products and on a lot of cosmetics sold everywhere. Octyl methoxycinnamate is the older form of the same thing.

Anything with “methoxycinnamate” in it is this ingredient.

The reason that matters is the products where it’s the stabilizer rather than the active. A sunscreen has to list its filters in a clearly marked actives panel, so it’s easy to spot. A foundation doesn’t. There it’s just another line partway down a long list, sitting between things you can’t pronounce either.

If you want to be thorough about it, the lipstick, the foundation, the hairspray and the nail polish are where to look, and it’s a two-minute job you’ll only need to do once per product you buy repeatedly.

What I’d actually do

Sunscreen is the easy fix, and it’s the one that matters most, because that’s where you’re applying the most product over the largest area. Switch to a mineral filter and the question disappears. Zinc oxide covers UVA and UVB by itself and is one of only two filters the FDA has called generally safe and effective.

Badger and All Good are both B Corps making non-nano zinc formulas, and All Good is the one I’d hand someone who’s been put off by chalky mineral sunscreen before. Makeup is where I’d be more relaxed. The amounts are smaller, the coverage area is smaller, and turning your entire cosmetics bag out over a stabilizer is a lot of effort for a modest return. If you’re pregnant, or you’re already avoiding hormone disruptors for a specific reason, it’s worth the read. Otherwise, fix the sunscreen and let the lipstick go.

That’s a judgment call rather than a rule, and I’d rather say so than pretend every exposure deserves the same reaction.

What is octinoxate used for?

In sunscreen it’s a UVB filter, one of the most common in the world. Is octinoxate worse than oxybenzone?

The evidence base is thinner rather than the ingredient being safer. Oxybenzone has more research behind it, more coral data, and higher measured blood levels, which is why it draws the attention. Octinoxate shows estrogenic activity in lab studies and sits in the same bans. Neither is a filter I’d choose when zinc oxide does the job without the open questions.
